The character design reminds me of that trench coat clad Salesman character from Sesame Street who is always trying to sell Ernie some letter that fell off a truck or whatever. You first encounter him in his casino, where he's profiting handsomely off of poor Welwick's delusions of clairvoyance. And can we talk about exchange rates for his captive currency there? And then you get to the walnut room and he's staring at this panopticon that lets him survey the whole Valley at once, and that's all he does.
Sometimes for fun Trixie slingshots rocks at him just to watch him swear. I wish the PC could deal him actual damage.
