I would have picked him too if he were on the list. That guy is like my mortal enemy. None of my tools faze him. His sole purpose in life is to predict when I am going to the movies, and then show up just before I do.

And he's on to my "gifts" of red mushroom-laced popcorn. 😡
I rarely go to the Movie Theater, so the crane guy is not an issue for me, but I get your point here.

However, this leads us to the question of what we define as a NPC here. Crane guy is on the same level than the tourists during the Fair or the fishermen during the Trout Derby/Squid Fest: they provide nothing more than a flavour bubble speech. Lewis, Fizz, Goblin... are part of the game advancement, aside from having portraits, more complete dialogue...

Yeah, I agree that's he's not a proper NPC. Though, I will say just one thing: Those other non-NPC's you mentioned, while not part of game advancement, also don't impede the player in any way. Crane guy's whole point of existence is to be an impediment to the player. So, I just felt like making an exception for him. lol

I detest that Fizz creature. He has no business bringing his corruption to beautiful Ginger Island. I hate the Joja parrot as well. They're both blots on the environment. If their function is really necessary, couldn't they both be replaced with some kind of discreetly hidden, anonymous-looking vending machine?
 
I strongly dislike him too. I just don't understand why Lewis keeps (or tries to keep) his affair with Marnie a secret. No one in the village would care and I don't see how it could undermine his position as mayor at all as Marnie is a respected member of the community. But he also shouldn't make his position as mayor more important than Marnie.

That said, I do think that he plays an important part in the game but he could be replaced as mayor by another character. I think Gus would make a perfect mayor myself.
How do we get a side quest added where Pierre moves out and Gus takes over his store too, while also beating Lewis in an election. Gus is my king.

I would chose Gunther, because I find it ridiculous that we can't even befriend him.

Morally speaking im choosing Jodi or Lewis no questions asked, both extremely snooty as well as holier than thou and get on my ever last nerve. I personally save one poppy in preparation for Jodis birthday.
Plot Wise? Sandy. I love her to death but she doesnt do anything except live over in the Desert and run a shop i can buy seeds at for one use and be done. Plus befriending her is so hard to me because if im taking a trip to the desert im going to the mines and not coming out until its 1:40 and im hollerin at pam to start driving. Also Qi. No real reason. Just alot of pain and suffering.

I would remove Mr Qi without any hesitation. He's an offputting character. I really dislike his vibe in the game. He's portrayed as almighty and that's just creepy. He's either a narcissist or a menace. Any of his lines of dialogue feel very wrong. His "positive" and "encouraging" comments get me into fight or flight mode, he's creeping me out. He doesn't belong in the game.

[Edit] Adding more to it : Just look how he reacts in the alternative summit cutscene. He does NOT like it when you get on his level and he puts you back in the place he thinks you belong. The farmer is Mr Qi's little plaything. He gives you rewards and challenges like you'd give enrichment to a pet. After all, he's calling you kid. He's a liar when he says you can become anything you want to be. You can do anything he allows you to and anything beyond that and you meet his true, evil, nature. That guy's definitely a narcissist with too much power over you and the valley.
