Alright, in order
Haley (not strong, but does way more physical stuff than Penny.)
Elliot (Harvey would give in, as @Slimeglasses said.)
Shayne (Shayne could probably take a lot of hits, I just don't see Sam being that strong.)
Lewis (I think he actually was the one to tame the valley for the most part, Willy is just a fisherman.)
Clint (Gunther is an archeologist, Clint is a blacksmith. As a blacksmith, you gain a lot of muscle on your one arm [but not the other].)
Leah (she has a mad swing with a hammer, her fists are probably similar.
Alex (Sebastian might have an upper hand in the first half, but Alex would get a steep advantage with his endurance.)
Maru (Abigail is a gamer, she has no strength whatsoever. Maru has both her mother's brawn, and and her father's brain.)
Jodi (more hands on of a mother than Caroline, also she raised boys.)
Pam (because Marnie is on the heavy side, Pam has some serious arms in her sprite.)
Linus (Razmodius might be a wizard, but Linus has lived with nature, and knows how to fight to survive.)
Gus (he just seems stronger. Demetrius strikes me as someone who pursues intelligence over strength, every time.)
Pierre (that one cutscene has Pierre launch Morris in the air. No competition.)
Kent (has youth on his side)
Robin (carries wood and stone for a living, Sandy runs a counter at a store.
Leo (lived in the wild, has experience.)
We also need Krobus vs. Dwarf up there.

Abigail plays in a band AND fights in the mines. I see Sam as stronger than Shane tbh. Shane seems a bit short and Sam is healthy too while Shane has alcoholic problems and alcohol eats you from the inside. Willy is a lot more active than Lewis tho.

Yeah, I love Krobus, but he'd get pummeled. Krobus isn't a shadow brute either, he's got the body shape more so of a shadow shaman. And if Magic is off the table lil bro screwed. And if the Dwarf, for some reason wasn't allowed bombs, they'd likely be physically strong. Dwarves seem to be strong lil creatures, example being the old Dwarf civiliazation On Ginger Island.

Short people are less likely to get hurt in fights. That's why you see short people in wrestling all the time. Band might make you dexterous, but this is a test of strength, and she might fight in the mines, but she has no weapon to help her now. But I see your point with Willy. And Dwarf would definitely win.

Gil vs Mr Qi
I'm going to say Mr Qi, Mr Qi has that one cutscene where he KO's you instantly if you glitch your way to the summit, regardless of player health, then he also effortlessly gets to level 100 in the skull cavern, Gil has age and is asleep most of the time, I feel like it wouldn't really be close.

Pam vs Marnie: Pam, if she were drunk. Actually, either way.
Linus vs Wizard: Wizard. Linus doesn't like fighting.
Demetrius vs Gus: Gus. No explanation.
Morris vs Pierre: Pierre beat Morris once already, and he is not afraid to do it again.
Kent vs Marlon: Kent is younger and goes out more often, but Marlon has been sitting around in the adventurer's guild all day and wants to punch someone in the face.
Sandy vs Robin: Robin has strong carpenter arms, but for some reason I think Sandy would win.
