Windows Stuttering on 1.6.8

I get random microstutter when walking around, can be once every 30 seconds/1 minute, can be less often. I have a pretty good pc with nothing running in the background, and I am playing with fullscreen on (also tried disabling fullscreen optimizations). I'm on Windows 11/14700KF/4070 Ti Super/SSD etc.. everything is up-to-date, no mods whatsoever, refresh rate at 60hz + vsync on. Like I said it's just a small hitch when walking around (best visible when the screen is scrolling) but still annoying. Tested on a brand new save.

Found another person experiencing it. Definitely has nothing to do with my pc.

This happens maybe once, twice a day (sometimes thrice) therefore it's totally tolerable. It's mostly noticeable while walking. Does anyone else experience this?
