Windows Squid Fest Reward Vendor Showing Outside of Squidfest

I am on PC, unmodded on year 2, winter 19 and squidfest vendor is at the beach one week after actual squid fest. You can interact but gain no rewards.

On switch Year 2 day 18. The same thing is happening to me.
