That possibly could be a bug, mind sending a screenshot? I know some stuff was changed with the last couple updates/patches so sometimes stuff does get overlooked.

well the tiles have "filled in" now and it's not letting me hoe them. They're untillable now.

If it's a permanent change, see if you can still grow crops in garden pots placed on those tiles. Ginger Island is weird about what is and is not part of your farm.
