Is there a raccoon above the sewer?

Played 7 yrs worth twice on a PS4 a while back. With the pandemic I'm back on a laptop. LOVE all of the changes.
Question. Has anyone else stumbled onto a very overweight raccoon looking creating above the forest sewer in the spring (3rd year)?
When I click on him a blue fish appears in a conversation bubble (with the critter glass-eyed happy), but I've not gotten results from
any of my attempts. I saved the game there, researched here but don't have a clue. Thought it would be like the maple syrup bear
but... dunno. :/

The trash bear is a fun addition in 1.4, it took me a whole season of fishing to find out what that fish was he was asking for. OK that part was more frustrating than fun. Yes, take a screenshot to help yourself out!

It's a sunbrella obviously, our little raccoon friend only hides behind the guide of trash, in fact he's a exorbitantly rich philanthropist who resorts to... unique methods to ensure his anonymity

And of course he couldn't risk sunbleached fur or even being out in any weather that isn't pristine lest his furry complexion suffer.

That is not true, i am currently playing on Year 3 with the desert festival currently running and he is next to my sewer right now.

The desert festival is like the night market, not like regular festivals. Trout derby and squidfest too.

Yeah as Ereo said, the festivals they mentioned don't function the same, time passes normally when there, you can use items/tools, leave and reenter when you want, npcs actively go there and leave, they generally don't have the same singular theme/central attraction (like the luau has the soup, spirits eve has the maze, egg festival has the egg hunt, etc.)
