Is Penny getting paid?

It never says in the original game (mods do try to shine lore friendly light on it though.) In the original it is supposed I guess but it’s obviously only enough to cover her mom’s alcoholism really, until the bus is repaired at least. Jodi, I’m sure couldn’t afford but change herself, being a military wife. Marnie I don’t know. She seems better off than Jodi of course, she obviously has play money for the saloon and Jas seems well fed physically at least. You know Lewis is too stingy to part with a dime for any reason other than himself. I’m sure it’s not much if at all. Penny truly has a heart of gold here. I wish more people would see that.

I wouldn't think so, Penny is too kind to accept that I think. Def in my Stardew Story I am gonna have Jodi offer her money but she won't accept.

I think this is the sort of end CA likes to leave open. Haley's arc touches on the issue of public funding for education a bit. Not enough to answer this particular question.
If Penny isn't being compensated, we have no idea what she and Pam have for an income stream. Her own utterances suggest that she is acting on a perceived need in the community.
@sierra/sisi123456789, I would humbly suggest that acting out of the goodness of her heart does not preclude Penny from accepting a stipend to keep body and soul together, and there are marriage utterances that let you know she has her own income stream.
Being kind doesn't pay the bills
it wouldn't surprise me if she was being paid by the town (mayor lewis) to tutor the kids, i would be kind of surprised if jodi and marnie had to pay for jas and vincent

To be entirely fair, it's not like we see Lewis in the best light in regard to using taxpayer dollars, though I don't see him as entirely heartless either.
I wouldn't be that surprised if it was private tutoring, though I'd imagine Penny taking far less than a 'fair' rate, especially as we see her also tutor Leo who doesn't have direct guardians to pay for him (though the parrots could be bringing trinkets, they're remarkably resourceful and penny does like random artifacts that others don't)
