Is it okay to throw fish back in the water?

Hello. I'm doing a sort of fishing pacifist run, and I will only be collecting fish for the community center and fish ponds. Does the game count it as throwing trash into the ocean if I release the fish I don't need back into the water? If it does count as littering, how does this impact gameplay?

The game doesn’t count anything as throwing trash away. There is no metric for trash thrown away nor is there any impact in doing so.
That means it’s completely up to you on what you want to impose upon yourself. I’d say throwing fish back (or into a fish pond) would be perfectly fine.
