Does floor level matter to number of crates that show up in the Skull Cavern?

So, I really want a pair of crystal shoes, and apparently SC crates are where to find them. But, I've made a few as-lucky-as-I-can-get (no luck rings yet this save) runs and I only see a couple of crates ever. Should I be staircasing deeper before running around looking for crates? I feel like I'm wasting Magic Rock Candy when I only get to break 5 crates in an entire run...

First off: This is a Most Worthy endeavor because

Crystal Shoes are great for outfits!

When I was doing my Skull Cavern run for the Lucky Ring (same strategy: break crates), it was just loading as many levels as possible and IMO that way is: Stairs down. Depth didn't seem to matter and it really didn't seem like Luck mattered too much except:

Treasure Chest levels almost always have a lot of crates in them and you get more of those levels with increasing Luck. Plus filthy Trrrrreeeaazzhzhzhsuhhurrrereree!

Since these are all random drops you could replay the day so only use one Magic Rock Candy until your get the shoes, or if you don't like cheezing the game (I don't) farm Lucky Lunches with some Sea Cucumber Ponds, planting a buncha Blue Jazz, and frankly I just buy Wheat from Pierre to make the Tortillas. You'll get all the Lucky Lunches you need for frequent SC runs.

Yes, 100% I want them shoes because they are so pretty!!!

Much appreciated on the advice - I actually just went treasure fishing for animal crackers and since it's fall I used sea cucumber bait instead of magnet just to get lots for making lucky lunches, so that's perfect. With qi seasoning they get close to MRC :). I hadn't thought about treasure levels having lots of crates, so that's perfect!
