Windows Borderless Fullscreen acting like normal Fullscreen: not seemlessly transitioning when I click on my other screens

I saw someone mention they believe this is due to 4k resolution. I do not have an HDR monitor, so people suggestions for turning off HDR do not work for me. When I click out of the game to my other screens, it goes black and freezes up for a couple seconds before the PC starts responding again (the reason I play borderless is to avoid this scenario). Any fix or work around?
