That is an expansion to the mid/late game added in 1.6. When it is unlocked, you'll get a popup message saying that a new way has opened. (Spoiler: To access it you need to max all skills to 10.)

That unlocks after maxing out all skills (farming,foraging,mining,etc.)
You can get pants from Sandy’s little cardboard box during the calico festival or you can sew them with a sewing machine using cloth (there’s one in Haley and Emily’s house)
