When the friendship between me and Leo is lower than 6 hearts, he shouldn't become one of the villagers I send gifts to. Because he still lives in the Ginger Island and haven't moved into Stardew Valley, so I couldn't find him in the Pelican Town.

Edit: has the feast come? If you haven't made much progress with anything you could reset the day and get someone new

I have had this experience. Lewis wrote a letter to me that I'll send a gift to Leo, but I couldn't find him in the town.

But I don't think this can be solved by restarting the day, because the gift receiver is determined one week ago (when Lewis writes a letter to me)

No, the gift receiver is predetermined. You can look them up in advance on the stardew predictor.
