I was going to make a post about how I couldn't find the solution to this issue and was going to ask for help but I just found a solution with another quick search. When a mod reaches this, please mark this as solved for others to see.
You might have the problem where you have screen overflow in fullscreen and the resolution is locked. What you need to do is simply put the game in windowed mode. Such an easy fix.
