I'm never sure of anything but as far as I know no Shirts or Pants are exclusive to Panning in that the following 4 things will get you all of them:
Tailoring (ofc)
Visit Sandy every day for her featured Shirt of the day (this is set by seed so you can use the Seed Predictor)
Dig Artifacts at the Beach for the 3 random drop only Shirts (use Treasure Totems, and drops aren't set by seed so restart your day until you get one)
Marry
EmilyMany of the Shoes and Boots are from Mines/Quarry Mine/Skull Cavern/Volcano grinding so that's at least less frustrating than waiting for Panning spots to show. At least for me spamming Treasure Totems and Iridium Hoeing the entire Beach is wayyyyyy more fun than Panning, and is an overflowing river of RNG as opposed to the tiny leaky faucet drip RNG of Panning.
Hats are a little more annoying as there are a lot of things you need to do to get every one (I'm still missing a few good ones) and you'll never get The Unobtainium:

I mean, as I understand it, there're 24 tops, 24 bodies, and 16 pots to the Free Cacti. I have over half but I'd REALLY appreciate some kinda list, I guess in picture form.
There's no telling how many decades of Desert Festivals will be needed to collect them all, but I'm working on it. I'll be playing at least to year 300 anyway, to hit 100,000,000,000 gold. Just call me "Flintheart Glomgold" for now. (Bonus points if anyone gets that reference xD
