If Leo was on their list he'd be in Sparks Joy. And on a different day Sebastian or Emily or Willy might trade between those two top tiers.
The only person in Needs more development I outright dislike is Pam, and I used that as a challenge to write an event where she's sympathetic, instead. (Doesn't make up for the way she yelled at Penny, but does make her 3D).
