I need to get secret note #22 so I can unlock The Mysterious Qi quest. What are some good places to find artifact spots to get the secret notes. & is there any other way beside artifact spots and slaying monsters? Pls help!

Per the wiki, these are the methods of finding secret notes. If you have access to treasure totems, that'd be the fastest way I'd assume.

Yeah, just put the battery in at anytime and it works, the only functional limit to getting to the casino is the rockslide in the night of summer 2 (need to deposit the rainbow shell at the railroad)

Worked for me too. But yeah railroad area blocked until summer so just try to get a battery for now. If it is summer grab a big blue shell at the beach “rainbow shell”. You’ll need desert unlocked to get beet seeds to grow in fall and then a solar essence from a ghost in mines.

If you only need a battery pack, either make lightning rods (make multiple if you can, you'll need batteries for other crafting plus they prevent lightning from hitting your crops), you'll need to wait for a storm but you should get quite a few over the summer. Also, make friends with Pam and Kent, when you're at the level they'll send gifts in the mail a battery is one of the possible things they'll send. If you get a gift that's not a battery, you can restart the day to re-roll the gift until you do, if you want to. Hope that helps a bit.
