I had a poke around on the wiki, apparently only fully upgraded buildings on your farm can be painted - https://stardewvalleywiki.com/Carpenter's_Shop#Painting (I didn't know that actually).

When you visit the Carpenter shop and choose to build a new farm building, you will see a small menu bar at the bottom right. This menu includes a brush button and a move building button, which you can use to customize or paint your farm buildings.
Here's a step-by-step guide to painting the farm buildings mentioned above:
1. Select the farm building you want to paint.
2. From above, you will see a view of the building elements you painted. Make use of the arrows to move between the roof, trim, and main body of the building.
3. For color adjustments, use the available color sliders.
4. Click the save button. By doing this, color will be added to the entire building.

Yeah, now I see
because I got a horse, it let me paint the stable, because its only one level
also its kinda stupid that wiki shows painting the roof of the house on lvl 1 and 2 when you cant paint it untill level 3
