High Tier/Late Game fertilizer that lets you plant anything in any season

maybe even a physical thing like the golden clock that just makes it to always be one season. I was thinking of using wheat for a decorative piece but couldn't keep it planted.

Ginger Island pretty much gives you this option as I don't think there are any restrictions to what you can plant there. However if you're looking for decorative pieces then maybe a more flexible option would be to have decorative versions of every crop which don't wither and more importantly, drop as an item when accidentally yet inevitably scythed/bombed/swiped with a sword. So I can just plunk it back down instead of needing to restart the day at 11:40pm.
