Windows Festivals don't start (modless)

I don't use mods, I'm in my second year, I'm married to Haley with the first house upgrade and the community center has 4/6 rooms completed - a very regular playthrough.

But one thing is less regular - the festivals don't work.

At first I though I just missed the notification for the spring flower dance, but now I'm at the Luau and it still doesn't work. I can enter the beach with no problem, and as if it was any normal day it's quiet and desolate - although no buildings allow me to enter as if the event was actually happening.

Is there a way to fix this?

Right, I mixed up the luau with the moonlight Jellies. I still didn't get a message notification that it started, but as I actually didn't try to enter the beach during the earlier hours I don't know whether i could enter or not. I'll check again when it's the 28th to see what would happen!
