Switch desert festival

I started a beach farm and I am in year 2 (community center IS completed). It’s time for the desert festival, and none of the npc’s are coming to the desert? It’s all empty stalls except for Marlin, the desert trader, Gill, the trader in the tent, the traveling cart lady, and the cactus guy.
Is anyone else experiencing this?

What time of day is it? It’s a bit like the night market where NPCs arrive during the day, not like the other festivals where they are in set positions.

By midday they should be there though.

It’s the entire time, I even waited to go the 2nd day and no npc’s were there the whole time. The first 2 days had a sign “from Pam.” The 3rd day, Pam didn’t show up and didn’t leave a sign and I had to use a totem to get to the festival. It’s weird.
