Cannot get Willys boat

So I’m in Year 4 on my farm and I can’t get the letter from Willy to save my life I completed the community center at the beginning of the year three and I played a whole year just to see if I would get it and I haven’t been able to get it I’ve been trying to befriend him and hopes to get the letter but I haven’t received it. I’m playing on iPhone.

The 1.5 patch is the version that has Willy's boat, and unfortunately the mobile version is still running on version 1.4. I don't know what kinda progress they're making, but until the 1.5 patch for mobile gets released Willy will not let you ride his boat. =(
