Mods that change the village map and haven't been updated could cause this problem.

Here people found a problem with a quest related mod.
If you can't find your answer there, you might want to share a list of mods and a small log so someone can take a look.
If you don't play with mods, I know some languages had trouble with this in the beginning but it should have been patched.

I know SVE can cause this issue or any other mod that edits the town map, try to use Reset Terrain Features to remove this bush, or it can be any recolor mod.
