I am not sure if this is a bug or not, but I would like help regardless if anyone has insight please!
Both players are playing on PC using the Windows. The host's game was updated last week with the recent patch and works fine, the non-host's game was updated today. Once the non-host joins the game over LAN, they load into the game and show as holding the first item in their inventory to the host, but their inventory is being scrolled through as if a mouse scroll wheel is being used.
The PC which is having the problem only has a mouse and keyboard plugged in. We have tried two different mice and the issue occurred for both. The mice are wired. The keyboard is wired. We uninstalled and reinstalled the game on the problem PC. Both players are playing through Steam and have the same settings, including no external controller settings. The problem PC has only ever connected to the game the host has - there are no save files on the problem PC. The PC was restarted after the game was reinstalled.
The host had mods installed but removed them all and changed the load file location back to the default. The game is loading as vanilla for the host fine. The non-host has never had mods installed. The non-host does not have any outstanding Windows updates.
The player can move around and click still when the inventory is cycling (for instance, if the player clicks when on a food item, it asks if the player would like to eat it, and the player can click Yes/No fine). When opening the menu on the player's screen, the scrolling is not an issue going up/down for any of the tabs.
