Switch [BUG] Can't move Banner/Starport Decal or items in front of it.

I've run into a problem with the Winter banner in the Nursery room. I can't move the banner OR the table/item in front at all (no pickaxe noise either). I first noticed this issue when I placed some Starport decals in the lower room addition and couldn't move them or the furniture in front of them.

Please help! Thanks!

It seems to only become immovable when something is placed on the table in front of the banner/decal. I can move the table before something is placed on it. And I just realized the table in front of the decorative axe/pitchfork is also stuck.
