Best level for ice rod

As far as I'm aware there isn't a best level for it, and the drop rate is determined by luck boosts, both daily and from items. Most Trinkets (including the Rod of Ice) can be obtained from killing monsters, opening treasure chests in the Skull Caverns, and by breaking open crates and barrels. Make sure you have Combat Mastery though, without that you won't get any Trinkets.
