Windows Amazon Luna controller only for Player 2

Until now I played the GOG version of Stardew Valley with a XBox controller on a PC.
The XBox controller is detected on startup and I can play the game with it.

On a other computer, I'm attempting to play the game with a Amazon Luna controller connected via Bluetooth.
In this case it seems that player 1 has to use the keyboard and mouse. (using the controller does nothing on startup, I need to navigate the menu with the mouse)
Using the controller in game triggers player 2 to be added.

So the Luna controller does seem to get detected by the game, but always seems tied to player 2.
Player 1 in this case must use the keyboard and mouse.

Does anyone know a way to ensure that Player 1 can use the Amazon Luna controller?
