Windows [HELP] Screen Tearing

I am experiencing screen tearing while playing stardew valley. I don't have this problem in any other application. The tearing goes in a line from top to bottom while I'm on the move. who knows the solution.

In the Stardew settings in-game (the Game Controller tab), find VSync and check that box. Should clear that right up!

Vsync never works, neither does windowed mode. They add too much input lag, making activities like fishing impossible. The game needs to be fixed and stop ignoring people suffering from screen tearing.
