Windows Edit startup_preferences file

I want to get the game to launch in fullscreen mode but every time I open it it launches in windowed mode, so I went to check the startup_preferences file and looked for some fullscreen mode parameter and I see that parameter is set to false but, I don't know if I want to edit that parameter, I don't know if it's safe to change it.

You could yes, if anything goes wrong in that file deleting it entirely resets it to it's original state

I have tried to change the parameter but nothing happens, still the same, there is no way to launch the game in fullscreen, someone even told me to add "-fullscreen" to the parameters of the game in steam but it did not work, please if someone has a definitive solution I would be very grateful, I think this happens to me since the game changed its architecture a few months ago.
