Apparently, from the quests and harvesting the chum buckets. Fishing fish out doesn't give XP according to the wiki.

Yes, as Ereo says...

Fishing fish out of a fish pond doesn't get you fishing experience, but completing the quests that allow a fish population to go to the next level are worth experience as is collecting any produce like roe.

So if you're doing one of these extreme challenges and want to use fish ponds to get fish? Okay. If you want the produce, you're getting fishing XP.

Well i guess you could do it for basic no-star fishing money, but it'd come in slowly and most fish that are worth something have a max starter population of 1.

Yes. Completing fish pond quests and picking up produce gives xp. Getting a Tiger Slime egg from a Lionfish fish pond gives 330 XP
