I found 129 out of the 130 walnuts but the parrot isn't giving me a hint on where it is, is this suppose to happen

First, there are 7 walnuts that the parrot does not give hints for. 1 is found on a bush in the south of the gem bird shrine area. 3 are received from placing a banana on the shrine just to the west of the stairs leading up to Leo's tree hut. 3 are received from playing darts with the pirates. You'll want to verify that you've found all of these.
If you do verify that you have found all 7 of these walnuts, and it is still telling you that you have only found 129 of 130, and the parrot gives no clues... well, there is a bug that everyone has the potential to see (every console and on PC too) that has updated to 1.5 wherein you have found all 130 walnuts but the count says something else. If you were on PC, this issue can be solved by editing your save file (and I have written a handy guide on how to do so), but since you are playing on a console, sadly, you'll be stuck.
If you are stuck, I'm sorry. It is super frustrating, I know. It sucks. It's a bug, though, and we're all waiting for it to be fixed and hoping that happens soon.
