Indeed this is the solution. I just went back today - again - to retry. The person who wrote the guide I initially followed was saying "tap 11 times to tune to 11" when in fact, if you've placed the block it's already tuned to "one" so to get to 11 you need only 10 taps. I had to pick up and reset the block if I lost count. I also ran on the ocean side of the blocks so I could see the mermaid start to dance after the first two notes (my res sucks) and then I knew I was on the right track. There's a short youtube by Mr Juicebags out there that is great.Most of the answers for this riddle you find on the internet are plain wrong. But they go into the right direction. The tiles where you place the flute blocks contain small and big pebbles. Small count for one, big for five. The initial count for a flte block is one. So if you have two big and one small pebble, you have to right click exactly ten times (10+1 = 11).
First place all the flute blocks. Then go from left to right and tune the blocks, then go from left to right again just to play the melody. It may help to note the numbers you have to tune them after placing a block. Hope that helps.
Except that when I did it, just within the last 24 hours, on my save that just got there... I tuned it by putting it down and then, for example, tapping 11 times when I had two big rocks one small.
