PC [Bug] Completing certain requests from new requests board doesn't give cutscene

Completed the Gus' Famous Omelet quest and received the reward the next day, but did not get the cutscene even though I entered the saloon several times. I watched a video on it online and it seems like it should have triggered immediately. I also never got the cutscene for "Robin's Resource Rush", I received the recipe, but never got a cutscene and that was months ago in-game. And then there were two others that I got the cutscene after I got the reward.

likely there was an event of some sort that delayed as I think mine was as well but didnt think too much of it since it doesnt give me anything
