Will there ever be an update for consoles for Zuzu island?

What is Zuzu island?

there is ginger island which is available on all systems (except PS Vita which does not get updated).
There is Zuzu city where you can go for some heart events, but not on your own.

Did you mean Zuzu city? I don’t think they’ll make that into an expansion. I’m not a developer so I can’t say for sure, but I don’t think exploring a city would fit the vibe of stardew.

Yeah, and even if the devs did, I'm sure you would have to do a lot of stuff to get to it. But just like Ereo, I don't think it fits the vibe.
