do I need to fullfill all the requirements to catch the legend like does it have to be raining when I pan and does it count towards perfection?

I don’t know about if it would count towards perfection. But I do know it is very rare. Like even more rare than if you catch it on your line. The fisher enhancement can be good for other harder to catch fish though. It’s kind of fun actually if you have an iridium pan to see what you can catch. I usually pick generous cause it brings in the most loot, but lately have also been trying out the fisher enchantment. It doesn’t bring as many valuable items in, by far it is more profitable to just fish with a rod and some good bait, but still fun anyways if you are far along and money no longer matters.

Yeah you do, the way the pan selects fish is from running a simulation of what you'd otherwise be able to catch on that tile, so they also have to be on applicable tiles. It won't count as actually catching the fish (needed for perfection), you have to actually cast and catch the fist regularly for that. Panning for it is only useful if you want multiple of them
