You can do that quest multiple times. It isn't a bug. Only the original Legendary Fish are limited to 1 per save.
Also, catching 2 while doing the quest... doesn't help you the next time. It's an extra to sell or display, but that's about it. You have to catch at least 1 of all 5 in those 3 days.
