The best i will go with "Rocky" and the worst ironically is a bit more complex, there are a lot of horrible "films" in youtube or local cinema but they never had much resources to triumph, based on potential and money and talent wasted i'll go with Star Wars episode 9, i hope to not offend anyone.

Worst: Dante 01. It's a French sci-fi movie that takes place in space, and it was practically incomprehensible.
