It's always discounted, because it still only costs $15 and you get six additional updates worth on content for free!
That said, I know not everyone is in a position where this is a trivial amount of money. But if you can afford it I wouldn't worry about a sale. It's a great game and I really doubt you'll regret paying $7.50 more to play now instead of waiting.
