Rasmodius has dialog in most Festivals where he's normally inaccessible. It's a pretty cool dev who makes easter eggs knowing people will mod the game to find things that should be out of bounds! I think the skeletons in Marlon's cage at the Spirit's Eve Festival also have simple dialog.

Yup, and its really fun to find. Also the chat easter eggs, though I've never tried to get those. Didn't know about the skeletons!

I once actually got this dialog in the tower. I was at low hearts with him and entered after midnight to give him a gift by means of the warp tile in the witch's hut.

Bro, I feel your pain deeply. Using noteclip mods can help, but you can also find what he says online; he typically does have dialogue. Seeing that little word bubble pop up drives me up a wall. I need to know what every NPC has to say about every given festival, or I'll die.
