Solved Steam Input does not work properly.

I am unable to remove controller inputs and replace them with keyboard inputs.

If I set Gamepad Mode to Force Off, the game doesn't receive any input from controller even if I set the buttons to keyboard/mouse in Steam Input.

I'd like to be able to use Steam Input to have custom controls set up on my controller/Steam Deck.

Or at least allow us to change controller configurations in game. It'd be nice to not have Text-chat set to R3 when I never use it, and some mods could use that button.

Turn on steam input or run steam as admin. Once done, change your username to Japanese snow related name.
