I’d like to obtain all 3 sets of Penny’s 14-heart decor items, but after obtaining the 1st (Strawberry Home), divorcing, wiping her memory, then remarrying, even after several years since again reaching 14 hearts she’s yet to redecorate for a 2nd time. Am I wasting my time? Does she never redecorate except once per save file?

You only get one of each heart event, so yeah, she'll only redecorate your bedroom once.

She does, but not all of them, is the thing. She never sells the strawberry rugs, for example, to my knowledge, even though she does sell the decal. But for others’ reference reading this thread, what you pointed-out is well worth mentioning
