Only once, at Secret Woods late at night, but his location is completely random, i think.
Another secret is his footsteps, which appear randomly in various areas and slowly begin to fade away, when you see them appearing. I have met those 2 times in the "Backwoods" area.

Yeah I was investigating secret note 23 and I was a like ten minutes late for it so I went and left and saw it in the bottom left corner running out of a tree like usual

I've seen it before, but only when it was tied to specific seeds/times and I forced it
