Windows Split-screen multiplayer music is still broken in 1.6.10

I'm afraid I'm making a new bug report for an old issue. There are still significant problems with background music when playing with split-screen multiplayer on Windows, and possibly other desktop platforms as well. Unfortunately the problems are significantly worse in version 1.6.x than they were in 1.5.x. I've observed all of these when playing 2-player split screen, so I can't say what circumstances will trigger them with three or more split-screen players.

In general, background music will often restart or stop playing altogether depending on what the second player is doing. In some cases, music for player 2 will be playing over top of music for player 1. Some specific examples:

- All background music stops when player 2 enters the any of the mines (regular mines, skull cavern, or volcano). Sometimes you can hear the first note of the background music play before it suddenly gets cut off.
- Starting in 1.6, if player 2 is in Pelican Town, all background music stops playing
- Player 2 moving between certain areas will cause any playing background music to restart. The ones I know trigger this bug with 100% consistency is having player 2 move between the different areas of Ginger Island.
- When the raccoon cut scene plays for player 2, the music for player 1 does not stop.

This isn't a comprehensive list of issues. But sufficed to say, the experience of playing in split screen is sadly quite degraded by these issues.
