You buy the recipe at Willy's shop and craft it. On the riverland farm you get one for free. And you can get one from the prize ticket machine, but its a 50/50 between a dehydrator and a fish smoker and it doesn't repeat, meaning if you get a dehydrator, you'll never get a fish smoker from the machine
