help I don't like combat so how do I Get the secret nessage to get the snake milk?

The message that enables the snake milk cutscene is a secret note, and as such can be found in many ways other than combat, such as digging artifact spots and clearing debris on your farm. There isn't really a way to force this until the late game where you can use treasure totems from foraging mastery. Keep playing the game as you are and you'll come across it eventually.
Once the note is found, the quest is pretty easy to cheese with minimal combat, just some preparation. You can craft staircases to go as far down in the skull cavern as you want, most easily obtained by using crystalariums to get lots of jade and exchanging it at the desert trader on a Sunday at a rate of one staircase per jade. One thing to quickly add to what ISSsloth already wrote, there is a condition required to actually obtain the secret notes in the first place, seeing the shadow guy cutscene in your first winter, tracking him down (wither by his footprints in the snow or by knowing where he's hiding), and retrieving the magnifying glass wallet item from him.
Without the magnifying glass, you're unable to actually obtain any of the secret notes, so you'll need that in order to get any of the items from the secret notes themselves.

If I'm not wrong, I think that to get that specific secret note, the farmer must also have completed the quest from Mr. Qi to reach level 25 on Skull Caverns. It won't drop otherwise.

I think the farmer only have to have entered the Skull Cavern. I know I've had both quests open at the same time. That said, there are a lot of secret notes, dropping in no specific order, and the Skull Caverns can be visited before Winter begins if one focus on restoring the bus after getting the key in the mines, so there's a good chance it doesn't drop until after completing the 25th floor quest.

Mr. Qi will either congratulate the player for reaching floor 100 while using 10 or fewer Staircases or say the player is "clever" but not "honorable" for using more than 10. In either case, he will award the player with Iridium Snake Milk, which permanently increases the player's max health by 25 points.

Well, irl you can milk snakes, but you don't end up with milk. You end up with venom.
I am also reminded of depictions from the bronze age of the earth goddess taking the form of a snake, nursing the twin gods in snake form...
