If you buy hay from Marnie you can put it directly into the silo by clicking on it with hay in your hand.

Grass cut with a scythe always goes into your silo and if it doesn't the silo is full does it not? Hay only drops from grass when the silo is not full and from farming wheat.

On mobile sometimes it doesn't go in for whatever reason.

On the wiki page it states

If the player has a Silo, cutting each plot of Grass growing on the Farm gives a 50% chance of adding a piece of hay to the silo.

This will be why it's not every time.
