Not a secret place. Only accessible during the Flower Dance festival.

It's only accessible one day a year to get to the Flower Dance (Spring 24, I think).

The stones are used as a support for the plank bridge that grants access to the field were the Flower Dance takes place. This is done automatically by the game on the day the festival takes place and you have nothing to do, except entering Cindersap Forest while the festival is open.
