Windows SDV playing just on one single core

So the issue here is that SDV is playing like a potato, I know why, it's because it's just playing on one single core that itself already has a ton of workload. It choses whatever core has the most workload, last time I tested it, it choses a core with 73% workload instead of cores that are free. Now it is NOT because I have a crappy CPU, I have a Threadripper Pro 7995WX(don't mean to brag). And I do had tested everything and it works fine with many other games, it works extremely fine, except obviously SDV. Does anyone has a fix for this or it is just because SDV is yet to support this new CPU? And I guess this is worth mentioning: I had NEVER, I repeat, NEVER had an performance issue with AMD CPU's until now.

If you can read which core the game has been put on why not set the game to use different un-utilized cores? And for w/e reason if your OS cannot distribute workload across a Threadripper but maxing few cores up to 73% that high, then there's something wrong with that too.
