I'm playing on PS5, local Co op.
I've found that the hopper doesn't consume seeds. It's easily replicable.
1. Place garden pot down
2. Place hopper behind it
3. Insert seed into hopper and close menu
3a. Seed is now planted
4. Remove seed from hopper
It allows you to plant as many as you want without consuming any seeds.
Additional exploit:
Tea saplings are seeds that can be planted in the garden pot, but can be hit with the axe to get the sapling back similar to fruit trees.
Insert tea sapling into hopper like above, but instead use the axe to collect the sapling. Then just open the hopper and close it. You duplicate tea sapling each time.
