Windows Problem with in-game chat

I'm having an issue with the game that I hope someone can help me find a solution for. I am russian, but I prefer playing the game with the in-game language set to english. However, when I do this, I can't use the in-game chat because the russian letters appear as some weird symbols. This problem doesn't occur when I set the in-game language to russian.

Has anyone had this issue, or does anyone know of a solution? Help would be greatly appreciated!

So as it stands right now, if your game is in English you can't type cyrillic(a.k.a those Russian letters) into chat. The only way to have them show up correctly is to change the entire game to Russian, which isn't that great. So can we have it so we can type in Russian while the game is in English?

I've searched the net and found out that it has been a problem for like forever, which is not giving me any hope. (I provided examples of people asking the same question as me)
